"I wanted to be a Boy Scout but they wouldn’t let me join," the singer said at the Saturday awards, held at New York Marriott Marquis. She later added: "I think they should change their stupid rules, don’t you?"

Madonna also spoke at length about what she described as the false intimacy that technology brings, envisioned a scenario in which Vladimir Putin sat in a room with the band Pussy Riot and invoked the Golden Rule, "Love thy neighbor as thyself," to promote anti-discrimination efforts.

"It’s 2013 people, we live in America, land of the free and home of the brave?" she asked. "That’s a question not a statement." Madonna then segued to presenting the Vito Russo award to Cooper.
